Betterment Charges in Bangalore: What They Are and What Buyers Should Check

Betterment charges are a one-time civic levy that many Bangalore buyers first hear about at the khata counter, after the sale is over. This guide explains what the charge pays for, when it is collected, how it is worked out today, and the checks that keep an old unpaid amount from landing on a new owner.

What a Betterment Charge Is

A betterment charge is a contribution towards the public works that make a property usable and more valuable. Roads, storm water drains, water lines, street lights and parks cost the civic body money, and the properties served by them are asked to share that cost. The same levy is often called an improvement charge in older receipts and circulars.

The charge is separate from property tax. Property tax is paid every year for as long as the property is owned, while a betterment charge is paid once, at a defined event. A receipt for it therefore stays relevant for decades and belongs in the title file along with the deeds.

Who Collects It

Within the city, the charge was collected by the Bruhat Bengaluru Mahanagara Palike (BBMP) for many years. The Greater Bengaluru Authority (GBA) replaced the BBMP on 2 September 2025, and five city corporations now handle khata and revenue work for their own areas. The Bangalore Development Authority (BDA) has its own power to levy a betterment tax on land that gains value from its schemes.

For a buyer, the practical point is to identify the right office first. A property in Whitefield and a property in Yelahanka now fall under different city corporations, and each keeps its own revenue records. Properties in gram panchayat areas outside the corporations follow the panchayat's records and fees instead.

When the Charge Comes Up

A betterment charge is tied to an event that brings a property fully into the civic record. The common events are listed below:

  • A site on converted land is given an A khata for the first time
  • A property in the B register is moved to the A register
  • A village or private layout is brought into the city limits and given civic services
  • Land in a BDA scheme area gains value from roads and other works built by the authority

A property that already holds an A khata, with the charge paid at the time it was issued, does not face the levy again on a sale. That is why the same question about betterment charges gets very different answers from one property to the next.

How the Amount Is Worked Out

For many years the BBMP collected the charge at a flat rate on the area of the site. Converted land paid Rs. 200 per square metre in the old 100 wards and Rs. 250 per square metre in the areas added to the city in 2007. Older receipts in a seller's file will usually show amounts worked out this way.

The current route to an A khata uses a different base. Since 2025, an owner of a B register site applies for single plot approval and pays a betterment levy linked to the guidance value. The main terms are these:

  • The standard levy is 5% of the guidance value of the site
  • A 100-day drive from 16 May 2026 to 23 August 2026 cut the levy to 2%, and the standard 5% applies again from 24 August 2026
  • The route covers vacant sites and sites with a single building under one owner
  • The property must have been in the B register on or before 30 September 2024

A simple example shows the scale. A 1,200 sq ft site with a guidance value of Rs. 5,000 per sq ft is valued at Rs. 60 Lakhs, so the levy at 5% is Rs. 3 Lakhs. The same site paid Rs. 1.2 Lakhs during the reduced window, which is why the closing date mattered so much to owners.

Individual flats in a building entered in the B register generally fall outside this route, because the approval is given for a site and not for one unit. Sites on encroached government land, or under a court dispute, are also kept out.

Why an Unpaid Charge Follows the Property

A betterment charge is recorded against the property and not against the person who owned it at the time. When the property is sold, an unpaid amount stays in the corporation's ledger and is demanded from whoever applies next for a khata change, a plan sanction or an A khata. The buyer has no claim on the corporation for a waiver simply because the default was the seller's.

The effects are practical. Most banks lend freely only against an A khata property, and a building plan is sanctioned only for one. A pending charge therefore blocks the loan, the plan and a smooth resale until it is cleared.

Checks Before Paying an Advance

The charge is easy to check while the seller still needs the sale to go through. These steps cover it:

  1. Read the e-khata and note whether the property is in the A register or the B register.
  2. Ask the seller for the betterment or improvement charge receipt, and match the property number, the site area and the owner's name with the deeds.
  3. For an A khata issued through the single plot route, ask for the approval order along with the payment receipt.
  4. Visit the revenue office of the city corporation, or the BDA for its layouts, and ask in writing whether any charge is pending.
  5. Collect the latest property tax receipts at the same visit, since tax arrears follow the property in the same way.
  6. Write into the sale agreement that the seller clears every civic charge up to the date of registration.

Where a charge is pending, the cleanest answer is for the seller to pay it and hand over the receipt before the sale deed is signed. If the seller will not wait, the amount should be taken off the price, with the figure confirmed by the corporation in writing.

Buying a B Register Site and Converting It Later

Some buyers accept a B register site at a lower price and plan to pay the levy themselves. The arithmetic needs care. At 5% of the guidance value, the levy on a site valued at Rs. 60 Lakhs is Rs. 3 Lakhs, and the discount offered by the seller should comfortably exceed it.

The levy is also only one part of the picture. The site has to meet the conditions of the route, including the road access rules, and an application is decided by the corporation on the facts of that site. A completed conversion in the seller's name is always a stronger position than a promise that the conversion is a formality.
