Devanahalli KIADB Land Acquisition Dropped: Title Checks for Buyers Near the Aerospace Park

For four years, a plan to acquire 1,777 acres of farmland in Devanahalli taluk for a defence and aerospace park worried farmers and property buyers alike. The Karnataka government dropped that acquisition in July 2025. This guide explains what happened, where the land is, and which title checks a buyer near the aerospace park should still run before paying for a plot or a flat.

What the acquisition was

The Karnataka Industrial Areas Development Board (KIADB) issued a preliminary notification in 2021 for 1,777 acres in Devanahalli taluk. The land is spread across 13 villages of Channarayapatna hobli, north-east of Kempegowda International Airport. It was meant for the second phase of the industrial area that houses the defence and aerospace park.

Most of this land is farmed, and the farmers of the 13 villages opposed the plan from the start. An indefinite protest began in April 2022 and ran for more than 1,190 days. Final notifications for parts of the land were still issued in June 2024 and April 2025, which kept the dispute alive.

How the plan was dropped

The change came in two steps in the middle of 2025. Both were announced by the state government after talks with the farmers.

  • 24 June 2025: the Cabinet exempted 495 acres in Channarayapatna, Mattibarlu and Shrotriya Tellohalli villages
  • 15 July 2025: Chief Minister Siddaramaiah announced that the acquisition of the full 1,777 acres was dropped
  • Voluntary offers: the government said it would still take land from farmers who choose to give it, with better compensation or a share of developed land

The denotification followed the announcement. Industries Minister M B Patil said the area would continue as a permanent agricultural zone as a special case. He added that the aerospace and defence park plan in Devanahalli would carry on without this land.

The process on the ground took longer than the announcement. Later in 2025, Deccan Herald reported that some farmers had still received KIADB notices after the Chief Minister's statement. A buyer should therefore rely on the papers of the specific land, and treat the headline as background.

What this means for buyers in Devanahalli

The 13 villages are a small part of Devanahalli. Most apartment, villa and plotted projects in the taluk are on other land, with their own conversion orders and RERA registrations. The acquisition never touched their title, and its withdrawal changes nothing for them.

Two groups of buyers need more care. The first is anyone offered a plot, a farm plot or a "layout" inside the 13 villages of Channarayapatna hobli. The second is anyone buying resale land whose survey numbers were once named in a KIADB notification.

Land inside the 13 villages

Land that stays in an agricultural zone is farmland in law. A residential layout needs conversion of the land and an approved layout plan, and both depend on the zoning. A site sold on farmland without them carries a serious risk, however attractive the price looks.

Land that was once notified

A notification leaves a trail in the revenue records. Until the withdrawal is recorded against each survey number, banks may hesitate to lend and registration can be slow. Ask the seller for proof that the entry has been cleared for the exact survey numbers on sale.

Title checks to run before paying

These checks apply to any land or plotted project in the airport belt of North Bangalore. They take a few days and cost very little compared with the purchase.

  1. Get the village name, hobli and every survey number of the land in writing from the seller or developer
  2. Read the RTC (Pahani) for each survey number, including the rights and liabilities column, where acquisition entries appear
  3. Take an Encumbrance Certificate for at least 30 years and look for any KIADB or government entry
  4. Ask for the conversion order and the layout approval from the planning authority for a plot
  5. Check the project on the Karnataka RERA portal and match its survey numbers with the ones given to you
  6. Have a property lawyer confirm that the land is free of any live acquisition notification

A developer with clean papers shares these documents readily. Delay or a refusal to put survey numbers in writing is a reason to pause.

Does the aerospace park still support demand?

The aerospace and defence park already has operating units on land acquired in its earlier phase, close to the airport. The dropped land was for expansion, so the withdrawal slows how fast the park can grow. Future expansion now depends on land that farmers offer voluntarily or on sites elsewhere.

Housing demand in Devanahalli also rests on the airport, the business parks along NH 44 and the Blue Line metro to the airport, which is under construction. A buyer counting on quick gains from one industrial project should plan for a longer holding period. A buyer who wants to live near the airport is affected far less.

Key points for buyers

The 1,777-acre acquisition in Channarayapatna hobli is no longer planned, and the land is to remain agricultural. Projects elsewhere in Devanahalli were outside it throughout. For any land near the 13 villages, the survey number decides the risk, so check the records for that number before paying an advance.

Frequently Asked Questions

Is the 1,777-acre KIADB acquisition in Devanahalli still on?+
No. Chief Minister Siddaramaiah announced on 15 July 2025 that the acquisition of 1,777 acres in Channarayapatna hobli was dropped. The government said it would only take land that farmers offer voluntarily.
Which part of Devanahalli was covered by the acquisition?+
The land is in 13 villages of Channarayapatna hobli in Devanahalli taluk, including Channarayapatna, Mattibarlu and Shrotriya Tellohalli. Projects in other parts of the taluk were outside the notification.
Is it safe to buy a plot in the 13 villages now?+
Only with full checks. The area is to continue as an agricultural zone, so a residential plot needs a valid conversion order and layout approval. Confirm that the old acquisition entry has been cleared for the exact survey numbers.
How can a buyer check whether land was under acquisition?+
Read the RTC for each survey number, take an Encumbrance Certificate for 30 years and ask a property lawyer to check for KIADB notifications. Match the survey numbers with the project's record on the Karnataka RERA portal.
Does the withdrawal affect apartment projects in Devanahalli?+
No. Registered apartment and plotted projects on other land in Devanahalli have their own titles and approvals. The withdrawal mainly affects how fast the aerospace and defence park can expand.
