EV Charging and Power Backup in a Bangalore Apartment: What to Check Before Buying

An electric car and a dependable power supply both rest on the wiring of the building, and that wiring is hard to change after handover. This guide explains how EV charging and generator backup work in a Bangalore apartment complex and which rules apply in Karnataka. It ends with the questions to put to the developer or the owners' association before booking.

Why These Two Checks Belong Together

Charging a car and running a home through a power cut draw on the same things: the sanctioned load of the complex, its transformers and cabling, and the rules of the association that manages them. A project planned with both in mind handles them without fuss. An older complex often needs a fresh load sanction, new cables to the basement and a vote of the owners before anything changes.

The sales visit rarely covers either subject in detail, because the clubhouse and the show flat take the attention. A few direct questions at that stage cost nothing. The same questions asked after possession can mean months of letters and a share of the cost of new infrastructure.

What an EV Charger Needs

Home charging works when three things line up: a parking slot that a cable can reach, enough electrical load to feed the charger, and permission to install and use it. Most electric cars sold in India charge overnight on an AC wall charger of about 3.3 kW or 7.4 kW. Electric scooters manage with an ordinary 15 A socket.

A 7.4 kW charger is often a larger load than a two-bedroom flat is sanctioned for, so the supply to the parking level matters. The practical points to look at are these:

  • A slot allotted to the flat in writing, with a wall or pillar close enough to mount a charger
  • Conduits or cable trays already laid from the electrical room to the parking bays
  • Spare capacity on the transformer and the panel that serve the basement
  • A meter or sub-meter that records the units used by that charger alone
  • An earthing and protection arrangement signed off by a licensed electrical contractor

Stilt and open slots are usually easier to wire than a deep second basement. Mechanical stack parking is the hardest case, since the car moves and the charger cannot move with it.

The Rules That Apply in Karnataka

Karnataka was the first state to adopt an electric vehicle policy, in 2017, and the rules that followed place the first duty on the builder. The Karnataka Electricity Regulatory Commission amended its Conditions of Supply in 2019, and updated the provision in August 2024. A commercial or residential building with a requisitioned load of 250 kW or more and a built-up area above 5,000 sq m must have at least two charging points.

Two points are a floor, and a large complex will need many more over time. The same regulations let an association take a sub-meter for its charging load and bill it under the EV charging category of the BESCOM tariff, LT-6(c). The rate is revised in the annual tariff order, so check the current figure with BESCOM before working out running costs.

At the national level, the Ministry of Power issued revised guidelines for EV charging infrastructure in September 2024. They treat a charger in a group housing complex as a community charging station meant for residents and their visitors. They also allow an owner to charge at home on the existing connection, or to apply for a separate metered connection for the charger.

Who Pays for the Electricity

Three billing arrangements are common in Bangalore complexes, and each suits a different building. The right one depends on how the complex takes its supply from BESCOM.

  • Own meter: the charger is wired to the flat's meter and the units appear on the owner's domestic bill
  • Sub-meter: the charger runs on the common supply, and the association bills the owner for the units recorded
  • Shared chargers: an operator installs a few chargers in common parking and residents pay per unit through an app

The first option is the simplest where each flat has its own BESCOM meter and the cable run is short. Shared chargers suit complexes with little spare load, because one charger serves many cars in turn. A slot-level charger on a sub-meter gives the most convenience, and it needs the most spare capacity.

How Generator Backup Works

Backup in most Bangalore apartment projects comes from diesel generators in the basement or a utility yard. Common areas such as lifts, pumps, corridor lights and security systems are normally covered in full. Each flat then receives a capped load through a limiter, and that cap is the figure that matters.

The cap is stated in kW per flat and varies widely between projects. Typical levels work out as follows:

  • About 1 kW runs lights, fans, a television, a router and a refrigerator
  • About 2 to 3 kW adds a mixer, a washing machine or one air conditioner, used one at a time
  • Full backup of 5 kW or more runs the home much as the mains supply does

Ask how the limit is enforced, because some meters trip the flat when the cap is crossed and need a manual reset. Ask also whether the changeover is automatic and how long it takes. A home worker with a desktop computer feels a 30-second gap far more than a family watching television.

What Backup Costs Each Month

Diesel, servicing and the eventual replacement of the generator are paid by the owners, either inside the maintenance charge or as a separate line. Many associations bill generator units at a higher rate than mains units, using a dual-source meter that records the two separately. Heavier backup is more comfortable and costs more to run, so the allocation should match how the household lives.

The purchase of the generators themselves usually appears in the cost sheet of a new project as part of the infrastructure or electricity charges. Our EMI calculator helps set that cost sheet against the loan and the upfront cash needed.

The Role of the Owners' Association

After handover, the association controls the common areas, and parking structures and electrical rooms are common areas. An owner who wants a charger at an allotted slot normally applies in writing and uses an approved electrician. The owner also pays for the cable run and accepts the association's metering rules.

A written EV policy makes this routine. It usually names the charger types allowed, the route the cable must take, the fire safety conditions, the billing method and a time limit for approval. Where a complex is still managed by the developer, ask what the handover documents say on spare load and charging, since those papers bind the association later.

Questions to Ask Before Booking

Developers of new projects in Bangalore are used to these questions, and a clear written answer is a good sign. For a resale flat, the association's office holds the same information.

  1. How many charging points does the approved plan provide, and where are they?
  2. Is spare load reserved for more chargers, and how much per parking bay?
  3. Will the allotted slot have a conduit and a metered point, or only shared chargers nearby?
  4. What is the generator backup per flat in kW, and is it the same for every flat size?
  5. How is generator power billed, and what did it cost per month in the last year?
  6. Is there a written EV policy, and how long does approval take?
  7. Are these commitments written into the agreement for sale or the specifications annexure?

A promise made across the sales desk carries little weight later. The specifications attached to the agreement for sale are what a buyer is entitled to under RERA, so the charging and backup figures should appear there.

Frequently Asked Questions

Is EV charging mandatory in new apartment buildings in Karnataka?+
Yes, for larger buildings. Under the state electricity regulator's supply conditions, a building with a requisitioned load of 250 kW or more and over 5,000 sq m of built-up area must have at least two charging points.
Do I need the association's permission to install a charger at my parking slot?+
Yes, in practice. Parking structures and electrical rooms are common areas, so the association approves the cable route, the electrician and the metering. A written EV policy with a time limit for approval keeps the process short.
How much generator backup does a flat need?+
About 1 kW covers lights, fans, a refrigerator and a router. Around 2 to 3 kW adds one heavy appliance at a time, and 5 kW or more runs the home much as mains power does.
Who pays for the electricity used by an EV charger in an apartment?+
The car owner. The units are recorded on the flat's own meter, on a sub-meter billed by the association, or by the operator of a shared charger through an app.
Is it harder to add a charger in an older apartment complex?+
Usually, yes. An older complex may need a fresh load sanction from BESCOM, new cabling to the parking level, a meter and a resolution of the owners before the first charger is installed.
