Guidance Value in Bangalore: How It Sets Your Stamp Duty

Guidance value is the minimum value the Karnataka government sets for land and buildings in each area. It decides how much stamp duty and registration fee a Bangalore home buyer pays, and it changes whenever the state revises its tables. This guide explains how guidance value works, how a revision changes the cost of a purchase, which date counts, and how to look up the figure for a specific property before registering.
What Guidance Value Means
Every village, ward and street in Karnataka has a guidance value per square foot or per square metre, set by the Department of Stamps and Registration. Separate rates usually apply to vacant land, flats and commercial property in the same area. Other states call the same idea the circle rate or ready reckoner rate.
The state uses this figure as a floor for registration. Stamp duty and the registration fee are charged on the guidance value or on the agreed price, whichever is higher. A sale deed can still be registered at a price above the guidance value, and in many busy areas the market price is well above it.
How Stamp Duty Is Worked Out
Karnataka charges stamp duty in three bands by property value, with a separate registration fee on top. For a home above Rs. 45 Lakhs, the main charges are as follows:
- Stamp duty of 5% of the value
- Cess and surcharge on the stamp duty, adding about 0.6% of the value in Bangalore
- Registration fee of 2% of the value, raised from 1% on 31 August 2025
That brings the total to about 7.6% of the value for most homes in the city. Homes up to Rs. 20 Lakhs carry 2% stamp duty, and those from Rs. 21 Lakhs to Rs. 45 Lakhs carry 3%, with the same 2% registration fee.
How a Revision Changes the Cost
A revision changes the value the charges are worked out on, not the rates themselves. If the agreed price is already above the new guidance value, the buyer pays the same as before. The cost rises only when the revised guidance value goes above the agreed price.
A worked example
Take a flat agreed at Rs. 80 Lakhs, where a revision lifts the guidance value to Rs. 88 Lakhs. The charges are now worked out on Rs. 88 Lakhs, so the base rises by Rs. 8 Lakhs. At about 7.6%, that adds roughly Rs. 60,800 to the cost of registration.
The same flat agreed at Rs. 95 Lakhs would see no change, because the price is still above the new guidance value. This is why revisions affect some areas much more than others. They bite hardest where the old guidance value was close to, or above, the price buyers were paying.
Which Date Counts
The guidance value that applies is the one in force when the sale deed is executed and registered, usually the same day. The date of the earlier sale agreement does not set the value. A buyer who signs an agreement before a revision but registers after it pays on the revised table.
Revisions are usually announced before they take effect, and the new values apply only from the date the state notifies. Until then, the older table remains in force. When a revision is expected, check the live figure close to the registration date and plan the date with the seller and the bank.
Recent Revisions in Karnataka
A statewide revision took effect in October 2023 and raised values across the state. Work on the next revision began in January 2026, when the state's Central Valuation Committee took up the process. Changes of this kind vary widely between areas, so a statewide average says little about a single street.
The only reliable figure for a property is the one shown on the state's own system on the day it is checked. News reports, broker quotes and builder cost sheets can all lag behind a change.
How to Look Up the Guidance Value
Guidance values are published on the Kaveri Online Services portal of the Department of Stamps and Registration. The search runs from district down to the specific area. Have these details ready from the property documents:
- District, usually Bengaluru Urban for city properties
- Taluk and hobli
- Village or ward, as written in the title documents
- Type of property: site, flat or commercial
Save a dated screenshot of the figure used to plan the purchase. If the sub-registrar's office quotes a different value on the day, the screenshot helps settle the question quickly.
Other Places Guidance Value Matters
Guidance value also plays a part in property tax in Bangalore, where it is one of the inputs used to work out the tax. A higher guidance value can therefore raise the yearly tax as well as the one-time charges at purchase.
It matters for income tax too. When a property is sold for less than its stamp duty value, the tax rules can treat the stamp duty value as the sale price for capital gains. A margin of 10% is allowed, and the buyer may also be taxed on the gap if it is wider than that.
Effect on loans and resale
Banks value a property before lending, and a guidance value close to the market price makes that valuation simpler. On the other hand, where the guidance value runs ahead of what buyers actually pay, resale in that area can slow until prices catch up.
A Short Checklist Before Registering
A little preparation keeps the charges at registration from becoming a surprise. Run through these steps a week or two before the date:
- Look up the current guidance value for the exact property on Kaveri
- Compare it with the agreed price and note which is higher
- Work out stamp duty, cess, surcharge and the 2% registration fee on that figure
- Check whether a revision has been notified and from which date
- Arrange the funds for the charges, since banks usually do not finance them
