Kaveri 2.0 Property Registration in Bangalore: Slot Booking and Steps

Property registration in Karnataka now runs on Kaveri 2.0, the online system of the Department of Stamps and Registration. A buyer enters the deed details, pays the charges and books an appointment from home, and the sub-registrar office visit is kept for identity checks and signatures. This guide explains each stage for a home buyer in Bangalore, the papers and people needed on the day, and the errors that most often cost a slot.

What Kaveri 2.0 Is

Kaveri 2.0 was launched in March 2023 and reached the sub-registrar offices in Bangalore from 29 May 2023. It now serves all 258 sub-registrar offices across the 36 registration districts of Karnataka. The stated aim at launch was a registration that takes about 10 minutes at the office once the online work is complete.

The system is linked to the state's other property databases. It reads agricultural land records from Bhoomi, rural property records from e-Swathu and urban property records from e-Aasthi. The same portal also issues encumbrance certificates and certified copies of registered documents, and a digital e-stamp has been available on it since January 2026.

The Three Stages at a Glance

A sale deed moves through three stages, and only the middle one needs a visit:

StageWhereWhat happens
Before the visitOnlineAccount, deed details, valuation, payment and slot booking
AppointmentSub-registrar officeOriginal deed, identity check, photographs, thumb impressions and signatures
After the visitOnline and officeRegistered deed issued, encumbrance certificate updated, khata transfer applied for

Online Steps Before the Visit

The online stage decides how the appointment goes, because the details typed in become the registered record. The steps run in this order:

  1. Create a citizen account on the Kaveri portal with a mobile number and email address, both confirmed by a one-time password
  2. Open a new document registration application and choose the type of deed, such as a sale deed
  3. Enter every party to the deed: buyers, sellers, any power of attorney holder and the two witnesses
  4. Enter the property: the e-khata or survey number, the address, the extent and the boundaries, exactly as in the draft deed
  5. Enter the sale value, and let the system work out the stamp duty and registration fee
  6. Upload the draft deed and the supporting papers the application asks for
  7. Pay the charges online and keep the receipt and the application number
  8. Book a date and time at a sub-registrar office and save the appointment slip

Property details are pulled from the linked databases where a record exists. Since October 2024 a property within the city limits needs a final e-khata before the deed is accepted for registration. A seller without one should apply well before the planned date, since the registration cannot go ahead on a manual khata.

Choosing the Sub-Registrar Office

Each property falls under one sub-registrar office by its village or ward. Since 2 September 2024, the "anywhere registration" facility has applied across Karnataka. Under it, a deed may be registered at any sub-registrar office within the same registration district as the property.

The city is divided into several registration districts, so the choice is wide but has a limit. An office that is less busy often has an earlier slot. Confirming the registration district of the property before booking avoids a slot at an office that cannot take the deed.

Charges the System Calculates

Kaveri 2.0 works out the charges on the higher of the sale value and the guidance value of the property. The rates that apply in Karnataka are listed below:

  • Stamp duty of 2% up to Rs. 20 Lakhs, 3% above Rs. 20 Lakhs up to Rs. 45 Lakhs, and 5% above Rs. 45 Lakhs
  • A 10% cess and a 2% surcharge on the duty, which takes the 5% rate to 5.6%
  • A registration fee of 2%, raised from 1% on 31 August 2025

On a Rs. 1 Crore apartment the total comes to 7.6%, or Rs. 7.6 Lakhs. Banks leave these charges out of the home loan, so the amount has to come from the buyer's own funds along with the down payment. Our EMI calculator shows the upfront cash for any price, using the same rates.

A buyer also has a tax task before the appointment when the price is Rs. 50 Lakhs or more. Tax of 1% is deducted from the payment to a resident seller and deposited with the income tax department. The proof of deposit belongs in the same file as the deed.

What Happens at the Appointment

The visit is short when the online entry matches the deed. Staff check the original deed against the application, confirm each person's identity and capture photographs and thumb impressions. The parties and witnesses then sign, and the sub-registrar registers the document.

The people and papers needed on the day are listed below:

  • Every buyer and every seller named in the deed, or a holder of a registered power of attorney
  • Two witnesses with their own identity proof
  • Original photo identity and PAN for each party
  • The signed original deed, printed as entered online
  • The payment receipt and the appointment slip
  • The e-khata, the latest tax paid receipt and the seller's title papers

A home loan adds one more participant. The bank usually sends a representative to collect the registered deed, or asks for it to be handed over soon after. It helps to tell the bank the slot as soon as it is booked.

Errors That Cost a Slot

Most failed appointments trace back to clerical gaps that a careful reading would have caught. The common ones are shown below:

  • A name spelt one way in the deed and another way in the identity document or the online entry
  • A survey number, e-khata number or extent that differs between the deed and the application
  • A co-owner or a witness who is absent on the day
  • A sale value entered below the guidance value
  • A slot that lapsed because a postponed visit was left without a fresh booking

One reading session before payment prevents nearly all of them. The buyer, the seller and the lawyer compare the deed, the identity papers and the online entry line by line. A slot that cannot be kept should be rescheduled on the portal before its date passes.

After the Deed Is Registered

The registered deed is scanned and returned, and a digitally signed copy is kept in the Kaveri account. Three follow-up tasks close the purchase. The first is to apply for an encumbrance certificate a few weeks later and confirm that the sale appears with the right names, value and property details.

The second is the khata transfer into the buyer's name with the city corporation or the local body. The third is the name change on the electricity and water connections. An error found in the first month is simple to correct, while the same error found at resale takes far longer.

Buyers who want the full cost of a specific home worked out before they book can contact us for a cost sheet. The sheet lists the stamp duty, the registration fee and the other charges payable at possession.
