TVS Emerald Elements

TVS Emerald Elements stands at Rose Nagar, Kovilambakkam, pincode 600129, in the southern part of Chennai. Kovilambakkam has grown into a busy residential pocket over recent years. It is the kind of place where new apartment blocks share the streets with older houses and local shops.

For work, the roads out of Kovilambakkam lead to Medavakkam and on to Velachery. The OMR IT corridor lies within driving range for tech workers, and Pallavaram is reachable towards the airport side. The developer has not published distances or drive times to any of these, so we do not quote them.

Day-to-day needs are covered locally, with schools, hospitals and shopping in and around Kovilambakkam. Before you book, make two trips. Drive from the site to your office on a weekday morning and come back in the evening rush. Then walk the lanes around Rose Nagar to see how wide the approach road is, where water collects in the rains, and how far the nearest bus stop is.

TVS Emerald Elements has four layouts on sale, all quoted in built-up area. Both 2 BHK plans have two bathrooms. The smaller, about 934 sq ft, is priced Rs. 67.9 to 74.9 Lakhs; the larger, about 1,058 sq ft, is priced Rs. 73.9 to 85.9 Lakhs. A two-bath 3 BHK of about 1,438 sq ft costs Rs. 1.07 to 1.17 Crore. The three-bath 3 BHK, about 1,650 sq ft, costs Rs. 1.30 to 1.37 Crore.

At the lower end of each range, the rate is about Rs. 7,300 per sq ft for the smallest home and about Rs. 7,900 for the largest. The spread inside each range likely reflects floor and facing, so ask which units carry which price. As the homes are under construction, GST applies, and stamp duty and registration are added at registration. Ask for a cost sheet listing:

• The base rate, and the carpet area as well as the built-up area
• Floor-rise and facing charges for your unit
• Car parking and the bays included
• Maintenance deposit and any clubhouse charge
• GST on its own line
• Stamp duty and registration

TVS Emerald Elements has no RERA registration number from the developer on record. Ask TVS Emerald for it and search for it on the Tamil Nadu RERA (TNRERA) portal before you pay anything. The entry should confirm the four towers, the 820 homes and the completion date the developer has declared.

At this under-construction stage, ask for copies of:

• The RERA registration certificate
• The planning permission and the approved building plan for your tower
• Title documents and an encumbrance certificate for the 6.56 acres
• A draft agreement for sale stating the carpet area, the handover date and the delay penalty
• The payment schedule, linked to construction stages rather than calendar dates
• The names of the banks that have approved the project for home loans

Pay only against the stages written in the agreement. When your tower is finished, ask for the completion or occupancy certificate before you take the keys. Register the sale deed in your name, then move the property tax record and the electricity connection to you.

TVS Emerald Elements places four towers, each 17 floors high, on 6.56 acres, with 820 homes between them. That averages about 205 homes a tower, so lift numbers and parking matter as much as any garden. Images shown at the sales office are renders as planned by the developer, not photographs.

The developer has not published the list of shared facilities yet, nor the share of the site kept open. That makes it hard to picture a normal day here, so ask for it before you book. You want to know whether there will be a clubhouse, a pool, a gym and a play area. Ask how large each will be and where they stand in relation to your tower.

What the specification does promise is passenger and service lifts in every block, round-the-clock security with an intercom, and CCTV at key points. Common areas, lifts and pumps get full power backup, and homes get a provisional backup. Ask how many lifts each tower has, what the peak-hour wait will be on the top floors, and which facilities will open with the first handover.
