Shivaram Karanth Layout BDA Sites: Applications, Prices and Buyer Checks

The Bangalore Development Authority opened applications for residential sites in Dr K. Shivaram Karanth Layout on 31 August 2026, after more than a decade of court cases over the land. The window for the general public closes at 12 noon on 15 October 2026. This article explains how the sites are divided, what they cost, who may apply and what a buyer should check before paying for any site in the layout.

Where the Layout Is and How It Reached This Stage

Dr K. Shivaram Karanth Layout is a BDA layout of more than 3,000 acres across 17 villages in North Bangalore, including Avalahalli and Ramagondanahalli. It is located between Doddaballapura Road and the Hesaraghatta side of the city. The land was first notified for the layout in 2008.

The acquisition was challenged in court for years, and a committee appointed by the Supreme Court oversaw the formation of the layout. In 2026 the High Court of Karnataka permitted the BDA to begin allotment, in line with the Supreme Court's directions. The state had earlier listed the allotment among its Bangalore commitments in a package announced in May 2026.

What Happened on 31 August 2026

The Chief Minister handed over allotment letters to more than 600 landowners at an event in Bangalore on 31 August 2026. Counters were set up for the remaining landowners to complete their paperwork. On the same day the BDA began accepting online applications from the public.

The first stage is therefore a settlement with the people who gave up their land. The sale of sites to the public is a much smaller exercise that runs alongside it. A reader who sees the headline site count should keep that split in mind.

How the Sites Are Divided

Most of the sites in the layout are already committed. The division announced when applications opened is listed below.

  • About 18,400 sites for the owners who parted with land for the layout
  • About 3,500 sites for holders of revenue sites inside the notified area
  • 2,815 sites for allotment to the general public

Landowners are compensated in developed sites under a 60:40 scheme. Under it, an owner receives 9,583 sq ft of developed sites for each acre of land surrendered. This is why the larger share of the layout never reaches a public allotment.

Sizes and Prices of the Public Sites

The BDA has fixed the rate at Rs. 6,000 per sq ft, which is Rs. 64,584 per sq m. The 2,815 public sites come in three sizes, and the site values at that rate are shown below.

Site sizeNumber of sitesSite value
9 m x 12 m (about 30 ft x 40 ft)2,500Rs. 69.75 Lakhs
12 m x 18 m (about 40 ft x 60 ft)300Rs. 1.395 Crore
15 m x 24 m (about 50 ft x 80 ft)15Rs. 2.325 Crore

The counts and values are provisional until the allotment letters are issued. Nearly nine out of ten public sites are of the smallest size. Stamp duty and registration are payable in addition when the site is registered.

Who May Apply and How

Applications from the public are made online through the Seva Sindhu service, reached from the BDA's page for the layout. The main conditions in the notification are listed below.

  • The applicant must be at least 18 years old
  • The applicant must have lived in Karnataka for 15 years, with some relaxations set out in the notification
  • The applicant and family must not own a residential property in the Bangalore Metropolitan Area
  • The applicant must not have received a site or house from a government housing agency earlier

An initial deposit is paid with the application. It is 12.5% of the site value for general applicants and 5% for Scheduled Caste, Scheduled Tribe and Category I applicants. A registration fee of Rs. 2,000 and an application fee of Rs. 1,000, or Rs. 500 for the reserved categories, are added to it.

For the smallest site, that comes to about Rs. 8.75 Lakhs for a general applicant. Sites are allotted within reservation categories, and earlier unsuccessful attempts by an applicant are counted in the applicant's favour. The balance of the site value is payable within the period stated in the allotment letter.

Three Kinds of Sites, Three Kinds of Paper

A site in this layout can reach a buyer by three routes, and the documents differ for each. A site allotted to an applicant by the BDA comes with an allotment letter and, under the authority's allotment rules, a lease-cum-sale agreement. The absolute sale deed normally follows after ten years, and the site cannot be sold freely before that.

A site given to a landowner as compensation follows the terms of that owner's allotment order. Many of these sites are likely to be offered for resale in the coming years. The order itself shows whether the owner is free to sell and from what date.

The third kind is a site sold by the BDA through its e-auction, usually a corner or commercial site on a wide road. An auction buyer receives a sale deed directly from the authority. This is the simplest paper trail of the three, though auction prices are set by bidding and are usually higher.

Checks Before Buying a Site in the Layout

The checks below apply to anyone offered a site in the layout, whether through the BDA or by a private seller.

  1. Ask which kind of site it is: a public allotment, a landowner's compensation site or an auction site.
  2. Read the allotment letter or order and note every condition on resale and on building within a set period.
  3. Confirm that a sale deed or a lease-cum-sale agreement has been registered in the seller's name.
  4. Check with the BDA that the site number, dimensions and sector match the approved layout plan.
  5. Ask a lawyer whether any court case concerns the survey number on which the site is formed.
  6. Visit the site to see the roads, drains, water lines and electricity poles in that sector.
  7. Take an encumbrance certificate for the site after the allotment date.
  8. Pay only by bank transfer and only against registered documents.

Agreements that promise a site before the BDA has allotted it carry no protection. The same caution applies to anyone who offers to arrange an allotment for a fee. Allotment is made only by the BDA, through the online process.

What It Means for Buyers in North Bangalore

For an eligible family without a home in the city, the public allotment is a real chance at a BDA site at a fixed rate. The odds are long, because 2,815 sites are on offer and around 2,000 applications arrived on the first day alone. The initial deposit is returned to applicants who are not allotted a site, while the application fee is not.

For other buyers, the layout will matter mainly through resale. Infrastructure is uneven across so large an area, so two sites of the same size can differ widely in value. The safer purchase is a site with completed roads and services, a registered document in the seller's name and no pending case on its land.
